PM-SETU strengthens Industry-Led ITI Transformation

NEW DELHI, SEP 09, 2026: THE 5th National Steering Committee (NSC) meeting of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) was held yesterday under the chairpersonship of the Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship (MSDE).

The meeting was attended by Dilip Kumar, Director General, Directorate General of Training (DGT); G.Madhumita Das, Addl Secretary and FA, Manasi Sahay Thakur, Joint Secretary, MSDE; senior officials from the Ministry and State Governments; representatives from multilateral development banks; and industry partners.

In a significant step towards accelerating the transformation of India's Industrial Training Institute (ITI) ecosystem, the National Steering Committee approved Strategic Investment Plans (SIPs) with an aggregate project outlay of Rs 735.70 crore for ITI clusters in Rajasthan, Uttar Pradesh and Telangana.

The approvals further strengthen the industry-led approach of PM-SETU, with industry and institutional partners supporting the modernisation of ITI infrastructure, introduction of future-ready courses and closer alignment of training programmes with evolving industry requirements. 

These approvals take the total sanctioned investment under PM-SETU to Rs 2,171 crore across 9 ITI clusters further accelerating the creation of modern, industry-led and future-ready ITIs across the country.

Rs 735.70 Crore Investment Across Three ITI Clusters

The 5th NSC approved the following Strategic Investment Plans:

Rajasthan - Rs 241.00 crore

The NSC approved the SIP submitted by M/s H.G. Infra Engineering Limited (HGIEL) for the Bhiwadi ITI cluster.

The cluster comprises Government ITI Bhiwadi as the Hub, with Government ITI Alwar, Government ITI Neemrana, Government ITI Tijara and Government ITI Kishangarh Bas as Spokes.

Telangana - Rs 254.30 crore

The NSC approved the Strategic Investment Plan submitted by M/s ZEN Technologies Limited for the Medchal ITI cluster, which had earlier been deferred during the 4th NSC meeting for want of clarifications on operational and financial aspects.

The cluster comprises Government ITI Medchal as the Hub, with Government ITI Alwal, Government ITI Shameerpet, Government ITI Kukunoorpally and Government ITI Siddipet as Spokes.

Following detailed clarifications from the Anchor Industry Partner on course structure, financial calculations, eligibility, documentation and civil works, the Committee found the responses satisfactory and approved the SIP.

Uttar Pradesh - Rs 240.40 crore

The Committee approved the SIP submitted by the National Skill Development Corporation (NSDC) for the Meerut ITI cluster.

The cluster comprises Government ITI, Saket, Meerut as the Hub, with Government ITI Ghaziabad, Government ITI Hapur, Government ITI Gautam Buddha Nagar and Government ITI Baghpat as Spokes.

Industry Partnerships Driving ITI Modernisation

The approval of these SIPs marks another important milestone in the implementation of PM-SETU, which seeks to transform Government ITIs through an industry-led Hub-and-Spoke cluster model.

The approved plans provide for investments in infrastructure modernisation, upgradation of existing trades, introduction of new long-term and short-term courses, and strengthening of operational capabilities. The SIPs have been evaluated and recommended by the respective State Steering Committees before being placed before the National Steering Committee.


The three approved SIPs represent a combined project outlay of Rs 735.70 crore, further deepening collaboration between the Government, State Governments and industry partners to create modern, industry-responsive and future-ready ITIs.

The approvals are expected to strengthen the capacity of ITIs to provide young people with skills aligned to emerging technologies, changing industry requirements and evolving employment opportunities.

A significant milestone was achieved during the meeting with the signing of the Shareholders' Agreement (SHA) among H.G. Infra Engineering Limited, the Government of Rajasthan and the Ministry of Skill Development and Entrepreneurship (Government of India). The signing in the presence of Sandeep Verma, Addl Chief Secretary - Dept of Skill Employment and Entrepreneurship, (Govt of Rajasthan) marks the formal commencement of implementation activities for the Bhiwadi ITI Cluster under PM-SETU and makes Rajasthan the first state in the country to execute an SHA under the scheme.
