NEW DELHI, SEP 18, 2025: IN a major push toward reclaiming one of Delhi's largest landfill sites, the Bhalswa dumpsite is now set for complete remediation. As the dynamic 'Swachhata Hi Seva (SHS) 2025' campaign kicked off, Union Minister Manohar Lal led the national launch from Delhi's Bhalswa Dumpsite - adopting the site for its remediation and transformation into a cleaner, more sustainable urban space. Dating back to 1994, this long-standing dumpsite now extends across 70 acres of land. Municipal Corporation of Delhi (MCD) in collaboration with Delhi Development Authority (DDA) will speed up the remediation of the legacy dumpsite and facilitate the establishment of new processing sites.

Launching the campaign on-site, the Union Minister, Manohar Lal formally adopted the Bhalswa dumpsite, reaffirming the Centre's commitment to sustainable urban development. He was accompanied by Ashish Sood, Delhi UD Minister, Raja Iqbal Singh, Delhi Mayor, S. Katikithala, Secretary, MoHUA, councillors, officials of DDA & MCD.

The transformation initiative received a significant boost thereby accelerating the clean-up to improve living conditions in the surrounding areas. During the visit, the Union Minister conducted an on-ground assessment of the dumpsite and its operations and issued a set of clear directives to accelerate progress. The Union Minister has announced that before Diwali Rs.5,000 each will be given to all who are engaged in all three dumpsites in Delhi - including SafaiMitras, beldaars, truck drivers etc. under both MCD and Pvt agencies. For the wellbeing of those involved, regular health check-ups will also be conducted periodically

The Union Minister announced that 25 acres of the legacy waste dumpsite have been remediated - 5 acres now host bamboo plantations, while the remaining 20 acres will support sanitation activities and processing machinery etc. Presently, fresh waste continues to enter the landfill, but moving forward, it will be managed and processed separately to ensure better waste handling. He committed to personal oversight through regular site visits, progress monitoring, and expediting the process. For the Bhalswa site, the DDA will serve as the partner organization, due to its expertise in Delhi's development and land management.

Underscoring the campaign's sustainability goals, the Union Minister and Secretary, MoHUA planted saplings at the dumpsite as part of the 'Ek Ped Maa Ke Naam' initiative, promoting green cover of the area. He also reviewed a dedicated bamboo plantation site, envisioned as part of the landfill's green transformation.

This landmark initiative is part of a broader nationwide push under the Swachh Bharat Mission (SBM) to remediate legacy waste sites across the country and transform them into clean, liveable urban spaces.

Under the ambit of the Swachh Bharat Mission, the SHS 2025 campaign was launched nationally in a joint initiative by the MoHUA and the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti. The campaign sets the stage for an intensive fortnight of Swachhotsav, focusing on key cleanliness outcomes across urban and rural areas. The drive places special emphasis on Cleanliness Target Units (CTUs), including dark, dirty, and neglected spots, visible cleanliness of high-intensity public spaces, particularly legacy dumpsites, eco-friendly celebrations during upcoming festivals to reinforce sustainable practices, Safai Mitra Suraksha Shivirs and advocacy for swachhata.

Across the country, various States launched the SHS 2025 campaign in events with participation from Chief Minsters, ambassadors, political leaders. Various local bodies, Gram Panchayats, citizens, political leaders, SBM Ambassadors, youth groups, NGOs, civil society organizations, partner institutions, and influencers have collectively identified over 6 lakh Cleanliness Target Units so far for focused transformation and beautification efforts in a timebound manner.
